California was supposed to have the coronavirus under control. Eleven other California counties immediately followed suit, and on March 19 Gov. Gavin Newson expanded the rule to cover the entire state — three days before New York implemented a similar order. Mobility plummeted, and as cases and deaths soared elsewhere, the numbers in California remained surprisingly low, never rising to the level expected in America’s most populous state.
